This page is a window into the .pepe namespace. Behind it runs a mirror: a Pepecoin peer that keeps its own copy of the namespace, which names are taken and where each one points. The list is every name it has picked up, whether or not anyone is serving a site behind it.
Your browser cannot resolve .pepe on its own. Run PepeNet and it can, which is the better way to use the namespace. The gateway fetches the sites for you instead.
A .pepe site signs its own certificate, so the gateway checks it against the TLSA fingerprint on the chain before anything reaches you. Pages then render in a sandboxed frame on their own origin.
